Atoms wiggling about, coupled to EM fields. Babiker-1992 has both TO-phonons and (FK) IP-phonons down as phonon-polaritons because they are transverse, and can interact with the EM field (which is also transverse). This contrasts with LO-phonons, which are longitudinal and so are decoupled from the EM field.
